Frederick Bwire Ouma; Member and Grants Programme Manager, Independent Development Fund

Frederick Bwire ouma is the Grants Programme Manager for Independent Development Fund (IDF) - grantmaking organisation in Uganda funded by SIDA, DFID, Embassy of the Kingdom of Netherlands,Royal Danish Embassy and Democratic Government Facility (DGF). It delivers a range of Support Services to Ugandan civil society organizations as a means of strengthening their Capacities to more effectively contribute to the country’s Human Rights, Good Governance and Poverty reduction efforts.

Having served in many other different senior and technical levels, Mr Bwire has proven financial and managerial oversight skills, as well as organizational and staff capacity building, formulation of new projects, fundraising, accountability and compliance. Has experience in grants award and management, training of trainers and facilitation of workshops. He is a persuasive team-builder, with program management and report writing skills, finance and budget management and participatory monitoring and evaluation. Also skilled and experienced in the development of technical sector strategies. In addition his partnering skills have served him well in building strong institutional and working relationships with host local governments and donor organizations.

  • Masters Degree in Management Studies. Area of specialization: Management of Agricultural Credit for Smallholder Farmers.
  • Uganda Management Institute (UMI) Kampala. March 2006.
  • Post Graduate Diploma in Management. UMI. Kampala August 2002.
  • Bachelor of Education – Arts. University Of Nairobi Kenya. Courses: Education, Business Studies and Economics September 1991
  • Certified Public Accountant – CPA Part I – KASNEB 1991.

Other trainings and skill areas include Grants management, Credit officer training, Micro Finance Management, Participatory Rural Appraisal (PRA), Fundraising and a resource mobilisation, Project Planning and Management, Business Development Services, Computer Literacy - working experience using Microsoft Office, Training of Trainers.
